Great Expectations "Ch#2"

Plz, help me to understand the meaning of the following, I couldn't get it very well:
"Mrs. Joe, who always took explanations upon herself,
said, snappishly, ‘Escaped. Escaped.’ Administering the
definition like Tar-water "

Characters:
Joe,
Mrs. Joe,
Narrator.

Joe said: "There's another convict off."

The narrator did not understand what Joe said.
"What does that mean, Joe?" said I.

Mrs. Joe answered (quickly and not in a nice way) - - "escape" (Joe meant that the convict escaped prison or jail.).
