Is there any difference in the meaning between "1.Oh, great!" and "2.Oh, great!"?
1. Oh, great! It snowed last night!

Since Dagwood is smiling in the first box but not in the second, I would say that the first "Oh, great!" is said with genuine enthusiasm and the second is said ironically.

The first 'Oh, great!' is him expressing joy (it's a great thing that it's snowed); the second one is him complaining ('oh great' here means more like 'really? I have to do this?). He's annoyed and unhappy.
