GRE quest

The primary criterion for__a school is its recent performance: critics are__to extend credit to earlier victories.

a)evaluate..Prone b)investigate..hesitant c)judging..reluctant d)improving..eager e)administering..persuaded

In such a type of sentence, the latter seems to support the former but I cannot finger out the bridge between two clauses

The answer is C, please tell me why critics are reluctant to extend credit to earlier victories?

whose is credit? of critics or of the school?

Even in the case C is the answer, why not B and A? they have the same posibilities to be the answer. Thank you.
