Gravitate toward

Hi I found a meaning for "gravitating toward"

"to be attracted by or to move in the direction of something or someone"

I guess it's the first one but what it means "to be attracted" when it refer to politics?

"Rouse would be the first of the Daschle Mafia—arguably
the only collection of Washington talent to rival the Clinton apparatus—to gravitate toward Obama, most of them hoping to work for a future president."
