Grammitical confusion in sentence

Hello,

May I know is this correct to say any sentence like:

Close to being the most perfect man.

or we should say:

Close to be the most perfect man.

I think the second one is correct, because there is a verb after 'to'. Is it mandatory for a verb to be in first form after 'to'?
