"Who are you to me?"

Answer in terms of a person or a role.

eg I'm your uncle.

eg I'm your boss.

"What are you to me?"

Answer primarily in terms of a thing.

eg I'm your worst nightmare.

But it wouldn't be unusual to answer as a person, eg I'm your nephew.
