Grammer usage problem
Can anyone help to solve the following problem?
1.This is to inform you that a Notice for Re-enrolment with tuition fee payment details (if any) has been issued to you.
We inform you ........ (Why use "This is to inform")
2. Please settle the required fee by the payment deadline.
What is the role and usage of please in the sentence? Please = we, I , she..........
Why use "by the payment deadline"? "on or before the payment deadline "is it correct?
3. ...............Please confirm on they are technically in order.
The sentence is correct?

1) "This is to inform you" is talking about the letter (et cetera) which you have recieved. You would put either that or "We are writing to inform you". 2) By is just a shortened version of "on or before", both are acceptable and grammatically correct.

"Please" doesn't replace a pronoun: it acts as an adverb.
Its function is to add politeness to the imperatives "settle" in #2, and "confirm" in #3.

About the sentence #2... actually it is not a simple sentence and in this sentence an adverb is not used as a subject. Unfortunately I cannot explain it well like some members of the forum.
Maybe someone will be able to explain it later.
