If yes, what is the subject and verb, and what is the tense?

An alternative way to say it would be Everywhere that I looked I saw something that I had never seen before.

Everywhere that I looked was something that I had never seen before

something (that I had never seen before) = subject
was = verb (simple past)
everywhere that I looked = complement
