This means they are sorry you're having problems.

It's wrong, because really.....it's not "their" fault, so they shouldn't apologize for anything.

More proper would be to say, "I'm sorry for..."

Why is it wrong? If you did something incorrectly which created inconvenience for others, you can apologize for that.

However -- original poster: Please don't write in all CAPITAL LETTERS. It's like SHOUTING on the Internet, and no one likes to be shouted at.
