Generally speaking, it's usually difficult to predict that agreement will be made/reached as of a particular point in future time.

No, it is not correct.
Do you mean January?
Unless you have the ability to predict the future, you might consider writing "a new agreement should be made by January of next year" or, as Avangi so correctly suggests, "a new agreement will go into effect in January of next year".
