I don't think you can do that. Of course you can say something like

He won't have his bike fixed by 12. (but this usually implies that someone else is fixing his bike)

You could say "He won't have finished fixing his bike by 12 o'clock".

Or

He won't have finished mending his bike.....

He won't have finished repairing his bike...
