Any of those choices are not the easiest to understand. Of the choices you have, I think "C" would be the most understood.

This might be more effective:
Travellers should get their reservations well in advance if they want to fly during the Christmas holidays.

or to make stronger:

Travellers

"C" is the correct answer. After a modal auxiliary (such as "may," "should," "had better," etc., you ALWAYS use the so-called base form (bare infinitive). By the way, native speakers speak fast; so, they often leave out the "had." E.g., "Travelers better get...." Or they contract when the subject is a pronoun: "They'd better get...." Sincerely, James

Thanks for your input, but please be aware that we strongly encourage the people who post to answer the question themselves first, before we give them the answer.

But they all soon learn to guess anything at all at random as the correct answer so they don't have to run the gauntlet of moderators asking what their answer is. And someone else always answers regardless -- usually a non-moderator with a wrong answer. Then it's a matter of correcting a multiple muddle. I doubt there's a satisfactory solution.
