Two problems.

1. Shouldn't it be I can submit rather than I could submit?

2. Can't we use coming with the names of months as we use it wit

No problems.

1-- Could is more polite than can: the submission then depends on the will of the listener-- I could submit my report [if you would like that].

2. This coming January (no 'on'-- and no 'in' for your 'coming Monday') would work, but I opted for next January.
