Grammatically correct?

Is this correct and natural enough?

A country may face many dangers from outside and inside. However, all these things are not even “problems” until its people try to recognize them and take them seriously. Only when they realize that a certain problem is not just a problem but a real threat do people unite together to fight against it.

Top answer

There is no call for quotation marks. A country may face many dangers from outside and inside. However, none of these are even problems until its people recognize them and take them seriously.
