Grammatically correct?

This is another example of city politicians solving problems that don't exist [a great expense to taxpayers.]

I really dont understand how i should interpret [the last phrases]?

1) is the sentence gramatically correct?

2) if not, can I change the phrases to [by using a great amount of money from taxpayers]

I would appreciste it if you could clarify the phrases
