Grammatically correct?

Hi,

Is this sentencen below grammatically correct?

The Grevy's zebra, rarely seen today, is considered an endangered species, with its population having declined by more than 50% over the last four decades.


If it is correct I will have a question then. What does "having declined" means? Is this a perfect gerund example?
