Grammatically correct?

#1.The song had never been sung before people so nobody knew it at the time.
#2.Had globefish been eaten by Japanese people before the Meiji era?

Those two sentences are on my grammar book.
I wonder the past perfect(negative or interrogative form) can be the passive voice.
Are they grammatically correct?
