Grammatically, can "99.9 percent" be analyzed as an adverb modifying "The speed"?

At 99.9 percent the speed of light, the journey time is reduced to 22 days.

I wonder how to analyze grammatically 99.9 percent in the sentence above.

Q1) Is it grammatically correct to say "99.9 percent the speed of light"?

Q2) Is "99.9 percent" used as an adverb modifying "The speed"?
