I help the disabled join or attend the vocational training centres and apply to them for the scholarship and facilities.
Is the sentence correct or meaningful? Thanks in advance.

Sorry, there are several problems here. First, they cannot attend a center, but only attend a program at that center. If you want to say "visit," do that.

First, they cannot attend a center, but only attend a program at that center.
If you want to say "visit," do that. ("I help the disabled visit vocational training centers...)
Second, I would also delete "join" as unneeded.
Third, I am unsure what you mean by "apply for ... facilities."
