GRAMMATICAL RULE - WHILE with SIMPLE PAST

Is there a grammatical rule concerning the use of WHILE + SIMPLE PAST TENSE? It seems that WHILE is often used with PAST CONTINUOUS.

Can someone explain to me the rule if there is any?
