Grammatical Question of "Think"

At the simplest level, giving gifts involves the giver ________that the receiver would like.
A.thinking what thing
B.thinks about the thing
C.to think something
D.thinking of something

Ans:D

why (C) is incorrect?? The giver have to guess what the receiver would like, to-infinitive isn't correct????
