- He started writing when he was 4 years old. (not to write)
- He started to write the letter 30 minutes ago. (not writing)
- He often likes reading in his spare time. (not to read)
Are these sentences and notes correct or both uses are correct?

Both uses are correct in the examples you give. The -ing forms are probably more common.
