[Grammar] They used to be / were good friends

The below sentence is from my English exercise book:

They_____good friends, but they’ve fallen out recently.
a. used to be
b. would be
c. were
d. are

I understand b & d can be eliminated easily, but I'm not sure the difference between a & c: used to be vs. were. Could you help explain the appropriate answer for this question? Thanks a lot

The below sentence below is from my English exercise book. used to be - in the past a long time ago, not recent. It is a valid answer, but not as good as ( c) were - recently active relationship.

used to be - in the past a long time ago, not recent. It is a valid answer, but not as good as ( c)
were - recently active relationship.
