I think both ? and ? are grammatical.
But the answer is ?.
But I'm not sure how to explain why ? is ungrammatical.

? I have some money to be used. Not wrong, but 'to be used' is a bit awkward. The passive makes it sound like someone else will use it, not the speaker.

? We noticed them to come in. No. We noticed them come in.
? They should practice to play the guitar whenever they can. No. 'Playing', not 'to play'.

Shouldn't "for" be changed to "of"?

Clive? I have some money to be used. Not wrong, but 'to be used' is a bit awkward. The passive makes it sound like someone else will use it, not the speaker.

But there's no context provided to conclude that the one who will use the money is the speaker ("I") or someone else. So, I wonder how it's "a bit awkward" or even ungrammatical. (Note that the test asks you to choose a grammatical sentence, not a natural sentence.)
