Grammar task 1 Ielts !!

In 1990,the percentage of the birth in China surpassed.....USA with 10%.

I have 3 questions:

1. Can I say like this? Is this grammatical sentence?

If not how can I write in the blank "..." before USA? I don't want to repeat the "the percentage of the birth in USA".

2. Can I paraphrase the "birth rate" by "the percentage of the birth"?

3. In the graph, 10% was the birth rate of China in 1990 so can I write "with 10%" ? Is it right grammar?
