Grammar structure

Could you explain the structure used in the last sentence? Why is an apostrophe put after Small?


2. Back in 1978, this style of design was fresh, new, innovative, revolutionary; over thirty years later, the style has become so a part of zoo culture that any exhibit not designed in this manner is questioned for its validity and chances of success.

I was taught that the construction 'so...that' has an adjective or adverb in between. But in the sentence above, a noun phrase is inserted between 'so' and 'that'. So I'm wondering whether this construction can be used in this way.
