I feel puzzled ,why should I use past participle instead of present participle here ? Isn't the logical subject of "scatter" is" a population "Besides ," a population" can carry out the action of "scatter"? Why can't I use present participle here ? Thanks.

The population isn't doing the scattering, the population is what has been scattered (by ***, by circumstance, by whatever you want).

Canada's population is 35 million, not 20 million.
