grammar. reason behind the verb (increases)

Some government policies do raise the cost of living, like the Goods and Services Tax (GST) and Electronic Road Pricing (ERP) increases. But they are essential; otherwise we would not do them.
why is "increases" being used here instead of increase? since it invovled GST and ERP which means plural.
Is it because is has got something to do with Some government policies do raise the cost of living,
