Grammar questions

1 His liberal education makes him better placed than ( ).

Option A most people who shed them .Option B the most people to shed them.

I think A is correct but B is the answer . Why?

2 By the summer of 1998, peace had returned to the towns, such as Tennessee ,( )

Option A which was close to Ohio;

Option B which were close to Ohio.

How can I know which word the attributive clause modify, towns or Tennessee?
