Grammar question - simple past or simple present

Dear All,

Q: Before the Battle of Yorktown where was the Britsh forces headquarters located and why didn't Geroge Washington decide to attack it?

A: The headquarters of British forces is New York City. A French general suggested Washington not to attack it because the city is well-fortified and the colonial forces couldn't make sure they will win.

1) Would you say that the present tense should be replaced by past tense in the answer part?
2) In the question part - is it correct to say British forces headquarters or should it be the headquarters of the British forces?
3) In the answer part - is the part suggested W. not to attack it correct?
