Grammar question no. 82: hope I could...

Dear All,

Here's a quick question regarding the following sentence:

I hope I could get my bank card back soon.

Would you say that it's correct to use could here? It sort of gives me the feeling of the second conditional... it's not likely he or she could get the card back?

I can't think of any context that would require this combination. To me it seems like a loose or careless way of saying "I hope I can get ....".
