Grammar question no. 35 - so as to

Hello there,

I've come across this sentence and I'm wondering why the author used so as to. Why didn't he just say to?

We have designed it so as to guide teachers towards the critical appraisal of ideas and the informed application of these ideas in their own classrooms.
