Grammar question no. 27 - can we or can't we mix past simple and pres. perfect?

Dear All,

This time I have no examples to offer. All I know is that the deeper I get into grammar, the more confused I'm become (or I'm becoming)

I would like to know if we can mix the past simple tense with present perfect tense and on what occasions.
