Grammar question no. 11 - it-cleft sentence

Dear Users,

I'm studying some examples of cleft sentences and some of them are pretty straightforward but this one makes me ponder. Have a look:

They finally signed the agreement in New York

The sentence must be transformed into a cleft sentence beginning with it and the highlighted part must be emphasized. Now, I'm not sure if these are OK:
  1. It was in New York that they signed the agreement.
  2. It was in New York they signed the agreement.
  3. It was New York where they signed the agreement.
  4. It was in New York where the agreement was signed.

Would it be possible to omit it and say:

In New York they signed the agreement
