Grammar question: /let + to/ ?

Dear Users,

Which of the two structures is correct?

I feel like I let the time pass by.

or

I feel like I let the time to pass by.

Extra question:

Is it OK to use I feel like in such a way? I often see this one followed by a verb in the gerund form, e.g. I feel like doing something, which expresses willingness...
