Grammar question .

Hello everyone ,

I would like to know when do we use "to" and what it does mean as/in the following exemple : United States "to" enhance police department..

United States "to" ban illegal immigrants as of the next year .. .

Basically "to" is pertaining to purpose ( to , so as to ...) but for so we need something like : A did B to get C .. Which is not the case here . Thanks
