Grammar question

On an agenda for administrators the title is Administrators Meeting (all administrators attend)... should it be: Administrator's Meeting, Administrators' Meeting or Administrators Meeting

Most here would prefer Adminstrators' Meeting, but I prefer Administrators Meeting (the word being treated as an adjective rather than as a possessive).
