grammar question

Is the internet phrase "ROFL waffle" considered a proper sentence? It seems to me to be missing something.

Very little that is used in Internet chat rooms is considered a proper sentence. I do know ROFL (rolling on the floor laughing), but don't know the waffle part. Anyway, in a conversation, not all things are complete sentences, and especially not in chat.
