Question: Please tell me if it is fine to use the present tense "is" when giving a comment on a scenario that happened in the past.

The statement: I can still vividly remember there was one time when my brother burst into tears when he talked to my mother over the phone. This is quite striking as my brother is not a man who cries easily.
