Grammar Q no. 5 - is to be VS shall be

Fellow Knowledge Pursuers,

I'm curious if these two sentence carry the same meaning or not. Please have a look:
  • The Contract agreement is to be signed within the 30 days after receiving the Letter of Acceptance.
  • The Contract agreement shall be signed within the 30 days after receiving the Letter of Acceptance.


In my humble opinion the meaning is not the same. The former merely states the fact that the contract agreement will be signed within a given period of time. However, the latter one requires the parties to sign the contract agreement within the given 30 days.
