we (have, have had) much rain this year.

I suggest have, have had are correct. but the answer sheet says have had is correct. could you explain it ?

The time period is 'this year so far' (the year is not finished).

'Have' (= experience) is not used in simple present for a current situation. We use present continuous for 'now' except for a short list of sensation verbs and a few others (like 'have' = 'possess')

As I explained (below but before you posted last), only a few verbs use simple present for now; most use present continuous.

We are having a lot of rain this year.
