Grammar problems??

We these days have been prohibiting to punish children to provide them with better education environment since in 2000. After that, the rate of children's crimes was higher, and the crimes were more murderous. Thus, Korean government made it possible for children to exert appropriate punishment, and then the rate and the crimes were weak. Putting it differently, we have to punish a wrong behavior in our society or movies or television because we help the bad ones to correct their wrong behaviors.
