Korean government spent a lot of money on improving students' English skill in order to solve an economical difficulty twenty years ago. Later those student grew up as a good English speaker and they was able to talk about difficult topics with foreigners without any language difficulty. Thus, they was able to solve an economical difficulty by using their good language skills and the improvement of the ability to speak English made it possible for Korean to cooporate with other countries to make the Free Trade Agreement. South Korea gets the economical profits from the agreement. In this way, prividing the good school program helps Korea to grow the national competiveness by oneself.
