Grammar problem

Hello,

I've got two questions (is it all right to ask about two different things in the same post?) that I cann't answer on my own.

Could you, please, tell me if I need "the" in this sentence?

"She is very lazy. She will never take out the garbage/rubbish."

And could you help me with this sentence:

"20 thousand dollars were/was spent on Fun Zones."

I think that plural form is better, because we're talking about a sum of money, but I'm not sure.
