grammar of this sentence

Hi all, I would like to the exact meaning of this sentence:
"If Australia signs onto the TPP, it will give multinational corporations the power to sue the Australian Government for decisions they claim impacts their investments in Australia."

I have difficulty to understand this grammar "...for decisions they claim impacts their investments in Australia."

It would be appreciated if anyone can explain this grammar for me. Thanks in advance.
