GRAMMAR !! NEED HELP PLS!!

Test 3 - Section 4 - Cam 10 Listening:

"Create..... to make expectation clear"

So if I fill "structure" is it a wrong grammar? I mean if I write a singular word is this case I have to put "a" or "the" before the word right?

I'm confused !!

Create a structure...
Create the structure...

The plural form does not require an article:
Create structures...


This is "structure" as non-count:

Your essay must have good structure.
