A teacher in japan, has just! Flew off the handle!

That's what i meant to write.

A teacher in Japan, has just! Flown off the handle!

Is both ok?

No, both sentence is wrong.

If you put it like that it becomes two separate sentences.

A teacher in Japan, has just! + Flew off the handle!

has + adv + V(participle) --> this is the present participle form

A teacher in Japan has just flown off the handle! (this is the correct sentence)
