in another situation use another tense , and i do not know why ? is not there an obligation with the grammar

what is really confusing me , and made me ask this question , the past simple tense and the present perfect tense

i do not know when i can use anyone of them ?

  • This is a common question, and it seems that you are just beginning to learn about these tenses, so my advice for you at this point in your study of English is to learn just one rule for now for when you are trying to decide between these two tenses.
