Grammar in a sentence : in a long-term manner

I've just read this sentence in the conclusion of an IELTS essay but I don't understand the grammar he/she used in this sentence: "in a long-term manner to overemphasizing ..." please explain to me Emotion: sad Thank you a lot

I do not believe that it will help students to learn effectively and in a long-term manner to overemphasizing the use of computers and the Internet.

There is too much wrong with this sentence even to consider trying to explain it.
