Correct. You can extend this one in many ways.

It has been unavailable this year. / It has been unavailable for several weeks. / It has been unavailable all month.

No. 'is being' is rarely used like this. Only when a person is in a certain mood, acting a certain way temporarily, not permanently.

Henry is being difficult. (He is not cooperating.)
You're being hypocritical. (You are saying one thing and doing another.)

It is mostly used with a past participle to form a passive:

He is being attacked. / She is being replaced. / They are being treated unfairly. / He is being held by the police. / We are being challenged.
